The US state of Virginia has radically changed which cars are eligible to use high-occupancy vehicle (HOV) lanes.

Most of the 16,000 vehicles which carry clean special fuel number plates can no longer use HOV lanes without three or more occupants (HOV 3+).
The Virginia Department of Motor Vehicles says:

Additionally, the 1747 Virginia Department of Transportation is to convert HOV lanes on Interstate 395 in northern Virginia to 8217 Express lanes in a move which will require all vehicles except motorcycles and buses to have a properly mounted E-ZPass or E-ZPass Flex. Vehicles bearing a clean special number plate can access the 8217 Express Lanes with a standard E-ZPass or can travel toll-free with an E-ZPass Flex if they meet the HOV 3+ requirement.

Policy makers are working hard to make sense of a rapidly-changing mobility environment, according to a senior official from the UK’s Department for Transport (DfT).
Ella Taylor, DfT’s head, future of mobility, Centre for Connected and Autonomous Vehicles (C/AV), says the pace of development in transportation modes, such as e-scooters (not currently allowed in the UK) and e-bikes (which are), presents difficulties for governments trying to create standards and laws.

The European Parliament (EP) and European Council (EC) have agreed on rules to improve the tracing of drivers who fail to pay road tolls when travelling within the European Union.
The informal agreement is expected to improve information exchange on vehicle data.
Additionally, the agreed rules are intended to allow service providers to develop a system which allows drivers to use a single on-board toll payment device when travelling across the EU.

The Canadian government has committed CAN$300,000 to develop six electric vehicle (EV) chargers across Prince Edward Island (PEI) province.
The funding is part of the government’s CAN$182.5 million investment to develop a fast-charging network for EVs and establish natural gas stations along roads and hydrogen stations in metropolitan areas. It recently made a similar investment in Vancouver.
