Last month, the City of Amsterdam achieved a first with the implementation of its new digital Penalty Charge Notice (PCN), facilitated by the Scanman application developed by 7628 Agendum, a Dutch parking enforcement solutions specialist.

Agendum points out that although the first step in increasing the efficiency of parking enforcement is digital scanning of licence plates by using mobile ANPR, a fast and accurate back-office is required in order to gain efficiency in the whole enforcement process.

The licence plate information (including GPS and time) is instantly transmitted to the Scanman back-office application, which sends a request to the digital parking rights databases to identify the scanned vehicles’ parking status. The application will automatically do the enforcement follow-up.

In the Amsterdam model all parking rights are digital and fines are sent by mail. This results in a significant reduction of personnel.

Only in some exceptions will a person need to confirm or reject a PCN on a monitor in a control room.%$Linker: 2 Asset <?xml version="1.0" encoding="utf-16"?><dictionary /> 4 93354 0 oLinkExternal www.Agendum.nl Agendum web false /EasySiteWeb/GatewayLink.aspx?alId=93354 false false%>
