United Bridge Partners, (UBP) and ETAN Industries are to team up to provide back-office services for the Dominion Boulevard Project in Chesapeake, Virginia, US, following an award to UBP subsidiary, UBP Dominion from the City of Chesapeake for the development of a complete Open Road Tolling (ORT) back-office system for the project.

ETAN Industries, as a subcontractor of UBP Dominion, will provide tolling support in the areas of customer service call centre operations, transaction management, billing, accounting and payment processing services.
The project includes the construction of a new 9-foot high, fixed-span, four-lane toll bridge to cross the Elizabeth River. This bridge, along with widening of surrounding roadways and the addition of several interchanges, is designed to accommodate traffic increases in the area.

Dominion Boulevard will be an all-electronic toll collection system, where drivers can pre-pay by utilising an E-ZPass transponder. If a transponder is not present, a licence plate image will be used to mail an invoice to the address associated with the vehicle.

Dominion Boulevard Project is expected to begin as early as the fourth quarter of 2016.
