TollPlus has deployed a back-office system (BOS) for the North Texas Tollway Authority (NTTA).

Vinci Highways subsidiary TollPlus was contracted to design, implement, and maintain the BOS, which processes all transponder-based and licence plate-based toll transactions on NTTA’s network and the other toll facilities in the region.

It also handles transponder-based parking at the two major airports in the Dallas region, DFW International Airport and Dallas Love Field.

There was a month-long proof-of-concept period during which two short-listed vendors spent a month with the NTTA project team, using their respective systems.

“By the end of this process, TollPlus was able to show us they understood what we were thinking and wanted to achieve," said James Hofmann, executive director/CEO of NTTA.

Prior to the system being deployed, TollPlus conducted Go-Live planning, including simulation of around 7,000 customers, 700 customer service staff, and 300 image review staff, all using the system concurrently.

Data from the legacy system was migrated to the new one, including 17.6 million accounts and 2.34 billion trips.

Within the first day of Go-Live over 10 million trips were processed, and the backlog was cleared in 72 hours.

“It was important to us that we had no major issues at Go-Live and the team was successful in accomplishing that goal," Hofmann said.

"It was a testament to the months of planning, hard work, dedication, and effort of TollPlus working with our project team, to ensure we hit the ground running.”

The system’s transaction processing engine can cover six million transactions per day to keep up with NTTA’s current and projected volumes.

The deal is the third picked up in Texas by Vinci/TollPlus, following the Central Texas Regional Mobility Authority / North East Texas Regional Mobility Authority pay-by-mail system, and the Pharr-Reynosa International Bridge crossing.

Enforcement ensures equity for toll road users
All-electronic tolling boosts traffic flow but introduces the tricky question of enforcement. Workable solutions are starting to emerge. Enforcement is an essential part of tolling and one of the most important ways for a mobility agency to keep faith with its investors, its community stakeholders and the vast majority of its users. It can also be one of the most unpopular and contentious things a toll authority has to undertake. If tolling is about paying for the roads, then everyone has to pay their
