IBTTA names new officers for 2024

IBTTA's Global Tolling Summit takes place in Athens, Greece from 11-14 November

The International Bridge, Tunnel and Turnpike Association (IBTTA) has announced its officers for 2024, who will each serve a one-year term. 

Elected by the membership during IBTTA’s 91st Annual Meeting & Exhibition in Seattle, they make up the executive committee of the IBTTA board.

The 2024 officers are:

President: Bill M. Halkias, PE, F. ASCE, F.ITE, President Emeritus of Hellastron (Hellenic Association of Toll Roads Network).

First Vice President: James Hofmann, Executive Director/CEO of the North Texas Tollway Authority.

Second Vice President: Joi Dean, Chief Executive Officer of the Richmond Metropolitan Transportation Authority.

International Vice President: Christophe Boutin, Executive Director of ASFA.

Immediate Past President: Andrew B. Fremier, P.E., Executive Director of the Bay Area Toll Authority (BATA)/Metropolitan Transportation Commission (MTC).

“IBTTA’s board of directors, led by the officers, are responsible for charting the vision and course of the association,” said Pat Jones, executive director and CEO of IBTTA. 

“That vision is to promote improvements in vital road infrastructure around the world through sustainable funding, financing, and charging solutions that the tolling industry is known for. Now more than ever, we need strong leadership to advance that vision, and we are fortunate to have officers with the passion and expertise to do that.”

Several directors also were elected for the first time or reelected to the board for terms beginning 1 January, 2024:

Anna Bonet, Elizabeth River Crossing (newly elected)

Howard “Butch” Eley, Tennessee Department of Transportation (newly elected)

Konstantinos Koutsoukos, Egnatia Odos and Hellastron (newly elected)

Deb Sharpless, Maryland Transportation Authority

Cassaundra Rouse, Illinois Tollway (newly elected)

Vincent Valdez, Transportation Corridor Agencies (newly elected)

DeeAnne Vickery, Central Texas Regional Mobility Authority (newly elected)

The board includes five officers and 20 directors from agencies and tolling operators from around the world.
