The US state of Virginia has radically changed which cars are eligible to use high-occupancy vehicle (HOV) lanes.

Most of the 16,000 vehicles which carry clean special fuel number plates can no longer use HOV lanes without three or more occupants (HOV 3+).
The Virginia Department of Motor Vehicles says:

Additionally, the 1747 Virginia Department of Transportation is to convert HOV lanes on Interstate 395 in northern Virginia to 8217 Express lanes in a move which will require all vehicles except motorcycles and buses to have a properly mounted E-ZPass or E-ZPass Flex. Vehicles bearing a clean special number plate can access the 8217 Express Lanes with a standard E-ZPass or can travel toll-free with an E-ZPass Flex if they meet the HOV 3+ requirement.

BYD has delivered five electric C6 buses to the Ministry of Culture, Tourism and Civil Aviation in Kathmandu to help improve air quality in Nepal. The buses will operate in Lumbini, a Buddhist pilgrimage and UNESCO (United Nations Educational, Scientific and Cultural Organisation) world heritage site. French car manufacturer Groupe PSA says its ‘free-floating’ car-share service provides members in Washington, DC with access to 600 vehicles.
The Free2Move service is available to drivers for a $10 membership fee and does not include late fees, per trip fees or insurance charges, the company adds.
Members can use the Free2Move app to locate, book and open/lock the vehicles.

Taxi-hailing giant Uber is suspending its service in the Spanish city of Barcelona.
The move comes after new regulations were passed by local authorities, according to Reuters.
The company started its UberX service in the city last year. But from now on, passengers using ride-hailing services will have to wait at least 15 minutes after booking a ride before they can be picked up – thus negating one of the key selling points of companies such as Uber.
